The dispute centers on a Trump executive order allowing the U.S. Postal Service to refuse to deliver ballots from states that do not submit lists of eligible voters and adopt a uniform envelope style, which the White House defends as "commonsense measures" protecting ballot security.
A federal judge in Boston, U.S. District Court Judge Indira Talwani, blocked implementation of the order for two weeks, finding that states lack the time and money to design new ballots, update systems, and train officials to upload voter data before the midterms.
The U.S. 1st Circuit Court of Appeals will consider the case next, though it could return to the Supreme Court, which had previously allowed the plan to proceed on procedural grounds without ruling on its legality.
The League of Women Voters, which sued to block the order, expressed confidence in its position, with CEO Celina Stewart urging federal judges to "hold the line" and reassuring voters that their right to vote has not changed.
