Local residents felt the ripple effects, including Uvalde's Toby Guerrero, who struggled to find medicine for his wife's vertigo because nearby stores had closed, while communities in Kerrville, Comfort and Stonewall confronted blocked roads and submerged property along the Guadalupe and Pedernales rivers.
