The White House was directly involved in acting Attorney General Todd Blanche's decision to formally rescind President Trump's roughly $1.8 billion "anti-weaponization" fund, according to multiple sources.
Chief of staff Susie Wiles and legislative affairs director James Braid were described by one official as "deeply involved," with Blanche keeping top officials briefed throughout negotiations, though a senior administration official said Braid was not deeply involved.
Trump was aware of the deal struck between Blanche and Republican holdout senators John Cornyn and Thom Tillis, which also limited a prior IRS agreement on tax investigations of Trump and his family to retroactive actions only.
Trump told reporters in the Oval Office on Monday that he did not personally review the deal, saying "I didn't look at it" and that his understanding was Blanche "agreed to reconfirm things that he's already said."
Although Trump still personally supports the fund and called it "a positive," he said there were no other avenues to revive it and was convinced by advisers that rescinding it was the only path to advance Blanche's confirmation.
White House officials and Trump had grown frustrated with the senators, believing they were exerting leverage, even as the lawmakers privately acknowledged Blanche was the best fit; Blanche, Trump's former personal lawyer, is well-liked and seen as a loyal appointee.
